There is a "blue book" for buses and it is called the Yellow Book.
Probably the best place to find out what a bus is worth is to go to E-bay.
For all practical purposes, retired school buses are worth only about as much as the scrap metal value of the bus. If the bus has a desireable power package like a Cat 3208/Allison or DT466/Allison the power package is worth more than the bus is worth.
At a guess, the bus you are referring to is worth $1-10K depending on how it is equipped, how many miles are on the chassis/power package, and what sort of condition the bus is in currently.
I would tend to lean toward the lower end of the scale since most used school buses are now selling for much less than what they were selling for a few years ago.
